Main Purpose & Function:
The GIS Supervisor plans, designs, leads, and supervises the technical work of GIS, IT Systems, and operational mapping and reporting for the branch. The position leads and supervises the work of Graphics Technicians and Engineering Assistants. Additionally, the role involves developing technical reports and standards for current and future branch initiatives.
Key Responsibilities:
Information Technology & Systems:
- Provide branch subject matter expertise for in-house IT-related software and solutions, including routing software, digital mapping, and data management.
- Offer technical recommendations and direction to Graphics Technicians and Engineering Assistants.
- Advise and support Sanitation Services’ continuous improvement initiatives to Management and Superintendents.
- Consult with departmental staff to analyze existing and proposed data models, system procedures, and requirements; recommend solutions.
- Prepare and maintain detailed user, systems, and operations documentation; provide presentations, staff orientation, training, and practical guidance on the use of new systems and software.
- Develop reports using various software, including ESRI, ArcGIS Pro, Vehicle Route Mapping Software (RouteSmart), SQL Server, Oracle, SAP, Access, and Excel.
- Design technical processes to align operational service delivery for efficiency and efficacy.
- Develop technical surveys and forms for data collection using electronic and/or paper-based applications, such as ArcGIS Survey 123.
- Leverage industry best practices to design, test, implement, and support solutions.
Project Management:
- Coordinate and/or support operational technology-related projects on behalf of the branch in consultation with the Associate Director, Superintendent IIs, and Operations Supervisors.
- Collect and manage data reporting for various improvement initiatives related to collections encroachments, weights, abandoned waste, enhanced street cleaning, urban issues, and others.
- Liaise with other branches to coordinate work for emerging issues, projects, or technical consultation.
- Develop and update the dashboard of operational, technical, and cost reporting.
Administration:
- Provide technical expertise with data collection and analysis to support operational goals, service delivery requirements, and evidence-based decision-making.
- Maintain the Sanitation Services metrics dashboard.
Human Resources:
- Supervise and check the work of Graphics Technicians and Engineering Assistants.
- Assist in coaching, mentoring, and training new staff.
- Participate in the performance review process for staff.
Qualifications:
Education and Experience:
- Advanced courses, preferably completion of diploma or certificate in computer science, information technology, or a related field.
- Minimum of 5 years of experience in GIS, IT systems, or related fields, including supervisory experience.
Knowledge, Skills, and Abilities:
- In-depth knowledge of GIS principles, practices, and applications.
- Proficiency in GIS software, including ESRI ArcGIS suite.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to manage multiple projects and priorities effectively.
- Experience in supervising and mentoring staff.
