It is critical that the customer be at the center of everything we do and that our team members deliver the full force of their talent.As a pre-sales function, the Manager, Strategic proposals is responsible for ensuring that TELUS Health provides complete, responsive, high quality, competitive, compliant, and on-time proposal response to our customers, while providing leadership, direction, and support to the proposal team.. The role plays a critical project management and quality assurance function for strategic and high-value proposals that impact organizational revenue and profitability. By providing discipline around the proposal process and working closely with sales and other cross-functional stakeholders, the Manager, Strategic Proposals champions TELUS’ bid development and governance framework. In addition, this role is also responsible for leading the content management team, responsible for the framework and maintenance of our library of content and support of it.What you’ll do
- Analyze and evaluate RFx requirements and manage team assignments
- Monitor proposal progress and take appropriate steps to correct delays or deficiencies in development process; schedule adaptively as circumstances change
- Collaborate with legal, risk, and other teams to manage opportunity specific considerations
- Participate in the recruitment process for new hires and contractors, including evaluation of candidates, interviewing, and onboarding
- Identify and manage training opportunities for proposal management organization, including soft skills and technical product knowledge
- Own the training and onboarding process for all new hires, and ensure continuous improvement by providing ongoing coaching and mentoring to junior proposal managers
- Contribute to the development of proposal team by collaborating with other pursuit teams across the company and acting as a role model for all tools and process
- Enhance tools and process developed by the proposal management organization to improve the quality of customer facing documents
- Lead the content team, responsible for development, implementation, and management of a robust content management strategy and plan for the proposal team, including organizing, categorizing, and maintaining a comprehensive library of proposal content.
- Responsible for content management continuous improvement. Regularly assess and improve content management processes and systems, staying current on industry best practices and emerging technologies. Propose enhancements to optimize content organization, retrieval, and usage.
- Collaborate with subject matter experts and proposal team members to identify, gather, curate, and maintain high-quality content for the library, ensuring it is accurate, up-to-date, and aligned with TELUS Health’s messaging and brand guidelines.

- Excellent written communication skills, including strong editing and proofreading skills
- Exceptional interpersonal skills – must be able to interact successfully with all levels of the business
- Proven ability to produce high quality work while facing competing priorities, large volumes of work and strict deadlines
- Excellent planning, organizational and time management skills
- Demonstrated ability to prioritize activities and stay focused in a dynamic, ever-changing environment
- Adaptability and a willingness to confront ambiguity
- Bachelor’s Degree required
- Bilingual preferred
- 3-5 years’ related industry experience
- 3-5 years’ experience in Proposal management
- APMP Foundation level or higher certification preferred
- Expert knowledge of MS Office suite, Adobe Acrobat, Google Suite
- Fluent in RFP software, Responsive preferred
- Bilingual English and French, strong asset
Leadership:
- Ability to lead teams; setting clear purpose, expectations, and deliverables
- Hold team members accountable for meeting strict deadlines
- Strong interpersonal and leadership skills in a virtual and dynamic team environment.
- Thorough knowledge of the request for tender, request for proposal and request for quotation processes within the public and private sectors.
- Competent working knowledge of Google Suite, MS Office Suite, Adobe Acrobat
- Strong work ethic, integrity, initiative and commitment to job role and responsibilities
- Ability to effectively multi-task, prioritize and execute activities in high-pressure environment
- Ability to self-start, proactive, work autonomously and take responsibility for the proposal process
- An exceptional eye for detail is critical.
Salary Range: $99,000-$149,000Performance Bonus or Sales Incentive Plan: 20%Actual total compensation will be determined based on factors such as knowledge, skills, performance, experience and location. Additionally, TELUS offers rewarding benefits, which may vary per job function, such as:
