This position ensures accurate, consistent, and timely reporting to external regulatory authorities and internal stakeholders while managing resources and processes effectively.What you’ll doValidation and Reporting:

  • Oversee the validation of Alectra Utilities’ cost of power, approximately $3 billion annually, across 60 energy delivery points.
  • Lead and manage reporting requirements of the IESO and MOE, including customer rebate submissions, settlements for embedded generations and settlements for Regulated Price Plan customers.
  • Oversee the validation of daily net system load shape and pricing information to support accurate billing.

Systems and Compliance:

  • Provide expertise in the development and maintenance of settlement systems to ensure compliance with IESO and OEB requirements.
  • Lead the integration and upgrade of Alectra Utilities’ settlement systems to enhance functionality and operational efficiency.
  • Support the development and implementation of business processes and procedures to maintain the integrity of settlement functions and adapt to regulatory changes.

Customer and Stakeholder Management:

  • Manage customer relationships with IESO, Hydro One, wholesale market participants, and embedded generator customers, ensuring satisfaction by addressing complex rates and settlement inquiries promptly.
  • Coordinate with field staff and other Local Distribution Companies (LDCs) to compile information necessary for load transfers.
  • Coordinate the work efforts with Meter Data Management, Meter Service Provider, IT and Billing departments to improve settlement efficiencies.

Team Leadership:

  • Provide leadership and direction through coaching, development, performance management, and resource planning.
  • Manage department priorities to ensure accurate, timely analysis of revenue, wholesale, and retail settlements related to financial results.

Regulatory and Financial Support:

  • Support Alectra Utilities’ rate applications and related submissions, acting as a technical subject matter support during proceedings.
  • Develop strategic positions and support the preparation of revenue, cost of power, load forecasts, and rate design for budgets and forecasts.

Industry and Policy Management:

  • Monitor industry issues and regulatory developments, maintaining relationships with government and regulatory authorities to stay informed of evolving regulations.
  • Research, recommend, and implement policies and procedures to enhance operational effectiveness.

  • Bachelor’s degree in Engineering, Finance, Business Administration, Information Technology, Computer Science, or a related discipline.
  • Preferred designations: CMA/CGA/CA/CPA and/or P.Eng/C.E.T.
  • Experience operating within the IESO wholesale market.
  • Knowledge of regulatory and governmental requirements, engineering principles, load analysis, metering, billing, and settlement processes.
  • Familiarity with MV90, CMDE, Oracle LPSS, CC&B, Online IESO, and wholesale totalization tables.
  • Proficiency in MS Office applications.

Experience

  • Minimum of 2 years in a leadership role, preferably in finance, engineering, settlements, and/or billing.
  • Experience in project management, rate-making, and regulatory compliance.
  • Experience in a regulated utility environment is an asset.
