Please direct any accommodation requests to our recruitment team.Primary functionThe Enterprise Strategy Management (ESM) department, within the Strategy and Public Affairs Division (SPA), is responsible for enterprise strategy and planning, enterprise risk management, and enterprise portfolio and delivery services. By utilizing a standard project delivery framework, ESM advances and supports key enterprise-wide initiatives to ensure the successful execution of Legal Aid Ontario’s (LAO) Strategic and Business Plans.The Project Delivery Consultant (PDC) is a member of the ESM department. The PDC will offer their extensive LAO or industry-related experience in consulting and technical strategy execution management to support the delivery of LAO’s enterprise strategic initiatives.This role will manage and provide oversight on multiple concurrent initiatives and work collaboratively with cross-divisional colleagues in the delivery and execution of strategic initiatives, with an emphasis on effective change management.This role also supports the executive team and works with various stakeholders to build business cases, identify requirements, understand changes to LAO’s workforce and business processes & procedures, identify risks and help with the planning, implementation and delivery of the initiatives.Home Location: Provincial OfficeOther Locations: N/AReports to: Manager, Delivery Services & Standards, Enterprise Strategy ManagementLAO is in the process of developing an organization-wide hybrid workplace model, taking into consideration the range of services and roles performed throughout the organization. During this development phase, the work of this role is hybrid and structured to provide greater remote work, but some in-person presence will be required.Key accountabilitiesIn this role you will:Project management and strategic expertise
- Lead and support multiple concurrent projects which may be multifaceted, time critical and regulatory in nature
- Elicit and validate initial requirements, clarify assumptions, identify risks and constraints, and establish measurable objectives and success criteria
- Determine the delivery approach, management, governance and monitoring for effective delivery of the strategic initiative
- Ensure comprehensive planning of each knowledge area through integration of the of scope, schedule, cost, quality, resources, communications, risks, procurement and stakeholder management plans
- Identify stakeholders and determine expectations, interest, influence, and impacts, and create a stakeholder register
- Execute implementation delivery in accordance with the project plan and delivery framework and principles
- Determine metrics to be used to measure delivery quality and performance to baseline
- Collaborate with divisional teams to plan and begin transitioning responsibility of any ongoing maintenance and operations associated with the initiative
Analytic and Problem Solving skills
- Providing analytical guidance and consultation on project change impacts, and make recommendations on specific decisions that can impact LAO’s workforce and its labour relations
- Focus extensively on identifying risks and ensuring that the risk management plan is in place, with an assigned risk owner and continuous monitoring throughout the initiative lifecycle
- Conducts sourcing procurement and contract management and actively manages the performance of the contract scope, time, cost, and quality management and expectations on behalf of LAO
Communication and Relationship Management Skills
- Provide input to help shape business cases that support feasibility, write decision notes, and give presentations
- Approach the initiative strategically, ensuring the team is well-organized and working well by creating detailed plans to support design, solution, process changes, and communications
- Coordinate cross-divisional activity planning, identifying required resources, highlighting any resourcing shortfall or prioritization conflicts
- Manage the strategic initiative’s progress and provides both verbal and written communications regarding status, risks, and issues
- Address delivery challenges and manage resolutions with divisional owners
Leadership Skills
- Manage team deliverables, under a project matrix environment
- Provide support and guidance to team members through coaching and training
- Monitor team performance and provide constructive feedback
- Develop and enhance project management knowledge, skills and abilities of others, when required
- Advise and support executive team on the impact of changes to LAO, including workforce analytics and planning as a result of implementation of the initiative
- Evaluate team members’ performance throughout the initiative lifecycle and report to resource manager
Required skills & experience
- Advanced knowledge of Project Management leading practice and PMBOK principles, PMP designation preferred
- Prosci Change Management certification is an asset.
- Proven experience providing oversight and managing large-scale strategic initiatives, including digital transformation projects
- Extensive experience in procurement, budget management, and contract language
- Business process re-engineering knowledge and experience
- Ability to think logically, analyze problems and identify solutions aided by organizational intelligence
- Excellent oral and written communication and negotiation skills
- Excellent presentation skills
- Proven experience with managing and controlling project costs, and understanding of budget estimating and earned value management
- Considerable ability to give clear and consistent instructions to team members
- Project experience working in an agile environment with cross-functional teams
- Strong sense of customer service
- Demonstrated ability to manage multiple projects concurrently
- Extensive working knowledge of MS Office, MS Project, MS Visio
