Main Purpose and Function:
The Senior Manager Data Enablement is responsible for delivering and managing a new cloud-based data management solution that provides cleansed, organized, curated, and consumable data across all City of Vancouver data domains. This role also supports the Technology Leadership Team in executing strategic initiatives, including the implementation and ongoing management of an Innovation Lab exploring the use of ML/AI and Data Science, a full Integrated Data Platform, Master Data Management, and Data Integration Services.

Key Responsibilities:

  • Data Engineering and Solution Architecture:

    • Oversee the development and implementation of data engineering and solution architecture strategies for the City of Vancouver.
    • Develop and manage the technical strategy and capability framework for Data Architecture in partnership with the Enterprise Architecture team.
    • Design, implement, and manage the data architecture and management of the City’s data ecosystem, ensuring all data and technology systems are up-to-date, secure, and compliant with relevant regulations.
    • Develop and implement data governance technology that supports processes managed by the Analytics Enablement team.
    • Identify opportunities to leverage data to drive value and collaborate with Analytics Enablement and City Departments to implement these strategies.
    • Develop and implement strategies to improve data quality and accuracy using technical solutions.
    • Evaluate new data engineering and solution architecture technologies that can drive value for the City.
    • Communicate with stakeholders at all organizational levels regarding data engineering and solution architecture initiatives.
  • Data Enablement Technology:

    • Ensure the integrated data platform effectively executes data management processes such as integration, orchestration, transformation, data modeling, data layer security, and object-oriented security.
    • Develop and maintain data pipelines and data warehouses.
    • Ensure all data and technology systems are up-to-date, secure, and compliant with relevant regulations.
    • Manage the deployment of machine learning models and algorithms.

Key Contacts and Reporting Relationships:
The position reports to the Director, Enterprise Data and Analytics and directs both operational and project teams comprising union and exempt staff, including systems analysts, programmer analysts, data engineers, consultants, and contractors. Other key contacts include members of the Technology Leadership Team, Project Managers, Enterprise Architects, Database Administrators, Analytics Enablement Leadership and staff, and other technical staff and managers in Technology Services.
