Job description: Are you interested in a new and challenging opportunity? We are looking for an HR Governance & Compliance Specialist to effectively support and facilitate human resources governance oversight and provide support in relation to new legislative initiatives that directly impact HR. Do you have experience in assisting and supporting the Harassment and Violence Free Workplace program and knowledge of the Accessible Canada Act? This role also acts as a business partner, advisor and facilitator within the HR Team on HR program and policy development, including identifying opportunities for change to ensure program efficiencies and effectiveness. - Supporting the Violence and Harassment-Free Workplace Program and supporting processes to ensure alignment with legislated requirements across all jurisdictions.
- Acting as “designated recipient” for CNL and meeting requirements of the role in accordance with CLC.
- Liaising as necessary with all involved parties to ensure general process understanding, current status of matter and support services available and provide appropriate referrals as necessary.
- Creating and operating day-to-day processes for intake of complaints, including tracking and case management.
- Assessing allegations of workplace harassment, discrimination and inappropriate behaviour and recommending the most suitable resolution avenue.
- Facilitating resolution process, including tracking, appropriate party communications and case management.
- Establishing formal investigations, including retaining an investigator, notice to all parties involved, including union representatives, and ensuring compliant handling of the final report as required.
- Working with other Human Resources personnel and Leaders within CNL to implement remedial action for confirmed breaches of the policy.
- Recommending updates to related procedures relating to emergency procedures, privacy, etc., as required by the Violence and Harassment Prevention Policy.
- Working with all levels of management to implement recommendations stemming from Harassment and Violence investigations.
- Working with all levels of management to address and implement preventative actions in relation to the Violence and Harassment-Free Workplace Program.
- Assisting in preparing quarterly compliance and other required external and internal reports.
- Supporting the implementation of CNL’s Accessibility Plan and supporting processes to ensure alignment with legislated requirements and actions as needed as per the Plan across all jurisdictions.
- Supporting the “Accessibility Manager” for CNL in meeting the requirements of the role in accordance with ACA and CNL’s Plan.
- Developing and implementing day to day processes for intake, assessment and handling of accessibility concerns and providing overall case management.
- Liaising with involved parties to ensure general process understanding and the current status of the matter, facilitating resolution, and providing appropriate referrals as necessary.
- Providing Committee support for implementing Plan requirements, including scheduling committee meetings, developing agendas, taking minutes, and following up on actions to be taken.
- Working with other personnel and Leaders within CNL to implement ACA and Plan requirements.
- Assisting in preparing quarterly compliance and other required external and internal reports, including yearly reports.
- Working with all levels of management to implement recommendations stemming from ACA and Plan.
- Identifying emerging Accessibility issues and trends to inform decision-making.
- Supporting HR Governance and Compliance to ensure the HR team is compliant with legislative responsibilities and policies and procedures, including monitoring, assessing and updating risk assessment and preventative measures as required.
- Advising on legislative issues, including but not limited to the Canada Labour Code, Canadian Human Rights Act, Accessibility Act, Employment Equity Act.
- Assists with interpreting new or changing regulations and assessing impacts on the governance frameworks.
- Identify potential legislative compliance issues and opportunities for innovative program efficiencies.
- Identifying emerging issues and trends to inform decision-making.
- Other duties as assigned by management.
What we are looking for:
- Education
- Post-secondary degree in relevant area of study.
- CHRP or Legal designation (lawyer or paralegal) is an asset.
- Experience
- Minimum of five (5) years of experience in HR compliance/case management.
- Minimum of five (5) years of experience in the employment and labour field.
- Knowledge, Skills & Abilities
- Knowledge, training, and understanding of the Canada Labour Code and issues related to workplace violence/harassment are assets.
- Knowledge, training and expertise in relation to the Accessible Canada Act and of applying relevant provisions of legislation, collective agreements, human rights case law, and related legislation (e.g. Canada Labour Code, Canadian Human Rights Act, Accessible Canada Act).
- Strong case management, analytical, and writing skills.
- Ability to draft and monitor human resources policies and procedures.
- Knowledge of Investigation practices, specifically with a trauma-informed approach.
- Demonstrated experience and sound judgment to make reasoned recommendations to line management and employers.
- Demonstrated political acuity and ability to manage highly sensitive information and situations with discretion and confidentiality.
- Demonstrated conflict/dispute resolution skills and negotiation/advocacy skills.
- Skills in researching existing or emerging legislative requirements & related best practices to assist and developing recommendations or changes/enhancements.
- Proven proficiency in leading and implementing case management, including case tracking and reporting metrics.
- Strong political acuity and ability to manage highly sensitive information and situations with discretion and confidentiality
- Knowledge and training in alternative dispute resolution, including coaching and conciliation/mediation, is an asset.
- Experience in a federally regulated employment environment under the Canada Labour Code is preferred. This experience includes oversight and management of an HR governance and compliance program, practices, and outcomes, as well as applying a trauma-informed approach to resolution processes.
- Specific experience with a unionized workforce is an asset.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s “Standard on Security Screening” and the “Policy on Government Security.”

Location :CNL works with employees across our Canadian locations to enable remote work when possible. This role requires regular work at CNL’s Chalk River Laboratory site while also permitting the employee to spend the majority of their time working remotely, should they so desire. CNL employees who choose to work remotely the majority of the time are provided with the equipment required to be successful at their remote workplace (laptop, chair, monitor, etc.); however, they are not provided a dedicated onsite office.
